Name changes are a standard part of the U.S. Naturalization process, and have been documented since 1906. Usher Pavlovitch took the opportunity of his naturalization to change his surname to Pavlove. He also apparently used Oscar as his given name, based on some of his records.

The “Pavlov” family is listed at the bottom of this page from the 1930 United States Federal Census. Sydney is listed as Sigmund, and the age (38) for Usher seems wrong; it should be about the same as the age for Salina (42).
1940 United States Federal Census for Usher PAVLOVE (1889 – 1973)
Usher PAVLOVE is now listed as Oscar PAVLOVE in this page from the 1940 United States Federal Census. The childrens’ names have all reached their “final” spellings, and the ages seem correctly recorded. Note the detailed occupation information recorded for most of the family members. Sydney PAVLOVE, only 17 at the time of this census, would be killed four years later in World War II.

After the U.S. entered WWII a new selective service act required that all men between ages 18 and 65 register for the draft. Between November 1940 and October 1946, over 10 million American men were registered. The Fourth Registration, often referred to as the "old man's registration", was conducted on 27 April 1942 and registered men who born on or between 28 April 1877 and 16 February 1897 - men who were between 45 and 64 years old - and who were not already in the military. The back of the card contains the physical description of registrant (race, height, weight, eye and hair colors, complexion).

Oscar PAVLOVE’s Certificate of Death provides us some interesting information about Oscar’s Father’s name (Zalek), dates of birth and death, occupation, address of his sister Evelyn in Chicago, cause of death, and the fact that his wife, Selina, predeceased Oscar.
