Narrative
Louis filed his first Declaration of Intent on 20 May 1907 in Baltimore, MD, citing a birth date of
20 Oct 1886. Many other records cite his birth date as 20 Oct 1889. Which year is correct? One clue lies in the History of the Declaration of Intention (1795-1956), which states that “any alien, aged eighteen or older, could file a declaration with any naturalization court at any time.” Assuming that the 20 Oct 1889 birth date is correct, Louis would not have been eighteen until 20 Oct 1907, five months after he filed his first Declaration of Intent. He may have made himself old enough to file by moving his birth date three years earlier.
